The devastation of natural disasters such as tornadoes, hurricanes, floods, wild fires, etc. and the terrorist attacks of September 11, 2001 have served as a catalyst for federal, state, and local agencies charged with the responsibility for planning emergency health services to prepare for these and other types of disasters.
